How to Brighten dull, dusty eyeshadow?

I hate eyeshadow that looks like chalk. Is there anyway to brighten it or make it look more like a pigment.How to Brighten dull, dusty eyeshadow?

I put a shimmery one overtop. Pigments are great for lightly dusting overtop of boring colors or just a white shimmer and a champagne shimmer should be all you need to perk up dull shadows. If the color is not intense enough, use a heavy application of white or light shadow (depending on your skin tone) because the color will pop against the white as opposed to blending in with your skin tone.
Dampen the applicator with water or lick it a bit, and then apply eyeshadow with it.
